Minutes April 2025 (DRAFT)

Monday 7th April 2025

The meeting of Launcells Parish Council was held on the above date at 7:30pm, in Launcells Parish Hall.

Councillors Present:

Chairman Cllr Hargreaves, Cllr Cleave, Cllr Pollard, Cllr Stokes, Cllr Whittle, Cllr Wingard, Cllr Constantinou, Cllr Elliott, Cllr Tape.

Also in attendance: Clerk Julie Gray and Cllr Chopak.

0 members of the public were present for the meeting.

Cllr Hargreaves opened the meeting and welcomed everyone.

Record of Apologies.

4.25/1:

Vice-Chair Cllr Allin could not make the meeting and sent his apologies.

Confirm the Minutes of the previous Meeting.

4.25/2:

It was resolved to approve the minutes and ratify all decisions made at the meeting held on Monday 3rd March 2025. 7 in favour. 2 abstained, due to not being present at the previous meeting. The Chair, Cllr Hargreaves, signed them as a correct record.

Matters Arising.

Public Participation.

There were no members of the public present.

Report from Cornwall Councillor Chopak.

4.25/7:

Cllr Chopak attended the Community Area Partnership meeting. It has been agreed that moving forward the meetings need to be more targeted.

There have been approximately 500 redundancies in the last month and after the elections in May it is expected there may be a change in officers also.

Highway repairs are going well to keep within the budget.

There are going to be 16 affordable housing in Jacobstow.

Cllr Chopak also listed changes she is hoping will happen in the future.

Planning.

4.25/9:

  1. Decision Notices/Updates:
    1. PA25/00293 | Submission of details to discharge Condition 3 in respect of Decision Notice PA24/01957 dated 12.12.24. | Penleaze Hobbacott Lane Marhamchurch Bude Cornwall EX23 0ET.
      The details submitted are acceptable.
    2. PA25/00627 | Hedgerow Removal Notice for creation of field-to-field gateway where the blocking up of another gateway makes the field landlocked | Higher Pigsdon Launcells Bude Cornwall EX23 9LQ.
      REFUSED. Having taken into account the reasons put forward for the removal of the hedgerow, it is not satisfied that there are circumstances which justify the removal of the hedgerow, and consequently the work specified in the notice may not be carried out, and the length of hedgerow must be retained and removal consisting of or including any such work is prohibited.

      REFUSED. There was not sufficient evidence that the dwelling has been continuously occupied in breach of the agricultural occupancy condition, for a period in excess of 10 years prior to the application.
    5. PA25/00711 | New garage, two storey rear extension and alterations to existing window openings | Burleigh House Hobbacott Lane Marhamchurch Bude Cornwall EX23 0ET.
      APPROVED.
  2. Planning Applications/Appeals:
    Any late planning applications received will be discussed but not decided under this section.
    1. PA25/02101 | Conversion of existing garage loft space to form ancillary accommodation to include dormer and access bridge | Bidna Farm Hersham Bude Cornwall EX23 9LZ.
      Launcells Parish Council unanimously has no objection to the application.

To receive oral or written reports and authorise any action.

4.25/10:

  1. Chairman / Councillor.
    Cllr Whittle attended the planning meeting and found it useful. If the planning department issue a 5-day protocol they are happy to discuss the case if the Parish Council believe there is something that has been missed.
    Cllr Whittle attended levelling up meetings and feedback received from the recipients of the funding was positive. The second round of funding was disappointing and only two met the criteria.
  2. The Clerk.
    The Clerk supplied Cllr Whittle with the quarterly finance check documents.

Parish Magazine Contribution.

4.25/11:

Cllr Elliott agreed to contribute to July’s edition.

Budget: January – March 2025.

4.25/12:

The last quarter budget was circulated and noted.

CALC.

4.25/13:

The membership for the Cornwall Association of Local Councils is up for renewal.

It was unanimously agreed to renew the membership.

Asset Register.

4.25/14:

A question was raised concerning ownership of the speed awareness sign. The Clerk will contact Highways and enquire as to ownership. If the Parish Council own the sign, it will be added to the asset register.

It was unanimously agreed that the rest of the asset register was correct.

Annual Accounts.

4.25/15:

The Councillors were not able to review the accounts therefore it was deferred until the next meeting.

Audit.

4.25/16:

  1. Internal Audit Update.
    This was completed by the auditor. There were no concerns or recommendations and this was noted by the Council.
  2. Section 1 – Approve 2024/2024 Annual Governance Statement.
    It was resolved that responses to number 1-8 are affirmative and number 9 not applicable.
  3. Section 2 – 2024/2025 Accounting Statements.
    This was circulated to the Councillors.

Annual Parish Meeting.

4.25/17:

The APM will begin at 7.45 after the Parish Council meeting.

Cllr Cleave and Cllr Hargreaves will supply cake and wine. There will be hot drinks also.

The Clerk will request that the meeting is added to the local facebook page each week.

Cllr Whittle will send a list to Councillors and Councillors will contact those on the list to invite them to the meeting.

The secretary of the Parish Hall has contacted users of the Hall and invited them to the meeting.

Elections.

4.25/18:

Existing Councillors all reapplied for nomination to the Council. There were no other applicants therefore there will be no election held for the Parish Council.

There will be an administration cost to the Parish Council.

Finance & Legislation.

4.25/19:

  1. It was unanimously agreed to ratification of payments totalling £755.19 plus the auditor fee of £45 as per March’s schedule.
  2. To note Bank reconciliations.
  3. To note Income & Bank Balances as per the schedule and reconciliations.

Urgent Matters raised with the Chairman since the Agenda was published.

4.25/20:

Cllr Constantinou has been asked to report any issues, such as potholes, refuse, lighting etc to the Council, as people are unsure how to. Cllr Whittle wrote a piece in the Parish Magazine concerning this last year. There is a link on the Parish Council website that takes you to the report it page. A query was raised concerning the chapel. If it has been sold can people still visit the graves. Yes, they can.

Cllr Pollard was thanked for taking the nomination papers to Bodmin.

Date of next meeting and note items from Councillors for the Agenda.
