Monday 1st December 2025
The meeting of Launcells Parish Council was held on the above date at 7:30pm, in Launcells Parish Hall.
Councillors Present:
Chairman Cllr Hargreaves, Vice-Chair Cllr Allin, Cllr Pollard, Cllr Elliott, Cllr Whittle, Cllr Cleave, Cllr Wingard, Cllr Constantinou, Cllr Tape.
Also in attendance: Clerk Julie Gray.
0 members of the public were present for the meeting.
Cllr Hargreaves opened the meeting and welcomed everyone.
Record of Apologies.
12.25/140:
Cllr Stokes could not make the meeting and sent his apologies.
Confirm the Minutes of the previous Meeting.
12.25/141:
It was resolved to approve the minutes and ratify all decisions made at the meeting held on Monday 3rd November 2025. 7 in favour. 2 abstained, due to not being present at the previous meeting. The Chair, Cllr Hargreaves, signed them as a correct record.

Matters Arising.

- There was a change of use from Methodist Chapel to residential in 2025.
- The broken and blocked drains were reported and will be dealt with.
- The Clerk forwarded the what 3 words location re the bridge to Cllr Chopak.

12.25/149:
- Chairman / Councillor.
- The Bude and Stratton Town Council (BSTC) meeting concerning Stratton Stores was attended by Cllr Hargreaves and Cllr Whittle. Three options were discussed and the one that was agreed upon was a discussion between BSTC and North Cornwall Housing & Land Trust (NCHLT). This is to look at the possibility of the NCHLT purchasing the property and converting the upstairs to affordable housing and retaining the shop below. The Trust has four months to submit plans for this outcome.
- The High Sheriff attended Launcells and planted the tree. He was very impressed with the volunteers in the parish.
- Cllr Whittle is part of a Critical Friends Group that is reviewing plans for a 3mil grant to address coastal changes.
- The Councillors thanked Cllr Tape for all his hard work in arranging bonfire night.
- The Councillors thanked Cllr Allin for his hard work in cutting the hedges in the playpark.
- The Councillors thanked Caroline Tape for all of her volunteer work within the parish throughout the year.
- The Clerk.
- Cllr Hargreaves will assess the flower box at the north end with a view to repair.
- The Government is granting £18 million into refurbishing and improving playgrounds across England. Once the Clerk receives definitive information she will forward this to the Playpark Committee.
Parish Magazine Contribution.
12.25/150:
Cllr Hargreaves will contribute to the March edition.
Budget / Precept 2026-27.
12.25/151:
The Clerk circulated a proposed budget and precept options. The budget was agreed and it was unanimously resolved to retain the same precept and to not increase it this year. The result of submitting the same amount is that the precept will be reduced by 21p per household.
Website and Email.
12.25/152:
There are new regulations for the Council website and email. The Clerk is looking into this.
Free Tree.
12.25/153:
The Clerk sent the what 3 words location to the organisation. A number of questions were asked in a subsequent telephone call.
The questions were answered by the Councillors. Cllr Whittle and Cllr Tape will take some photographs of the site and forward to the Clerk.
Hedge Trimming.
12.95/154:
The Clerk requested a quote for the works but the person did not have the equipment. It was felt this may be difficult to obtain a quote for a reasonable amount. It was agreed that a request to Cllr Chopak would be made for her to discuss this with Highways. A map of the affected road will be sent to the Clerk.
Finance & Legislation.
12.25/155:
- The ratification of payments totalling £320.69 was unanimously approved.
- To note Bank reconciliations.
- To note Income & Bank Balances as per the schedule and reconciliations.
Urgent Matters raised with the Chairman since the Agenda was published.
12.25/156:
Cllr Tape received an email that the land near Kitts Farm is up for auction as an approved single traveller site and there is high interest. Cllr Whittle has relayed this information to Cllr Chopak.
The road was blocked in two places in Stratton last week, which made driving through Stratton difficult. Members of the public have asked why the roads were closed at the same time. The Clerk will enquire of Cllr Chopak.
