The meeting of Launcells Parish Council was held on the above date at 7:30pm, in Launcells Parish Hall.

Cllr Hargreaves opened the meeting and welcomed everyone.

Confirm the Minutes of the previous Meeting.

It was unanimously resolved to approve the minutes and ratify all decisions made at the meeting held on Monday 12th May 2025.

Matters Arising.
5.25/48:
- The Clerk sent off the election expenses forms and the register of interest forms that she received from Councillors.
- The audit paperwork has been uploaded and the certificate of exemption has been sent to the external auditor.
- Cllr Whittle reported the day after the last meeting that the minibus had been moved.
- Marhamchurch Parish Council sent thanks to Launcells Parish Council for the contribution to the Hele Trail.
Public Participation.

A member of Marhamchurch Parish Council attended to give thanks for the donation to the Hele Trail and for placing the donations request on the Parish website.

5.25/53:
- Chairman / Councillor.
The Chair, Councillor Hargreaves, thanked everyone for their contribution for making the Annual Parish Meeting a success. Everyone enjoyed it but Cllr Hargreaves apologised to those who were not able to give their reports. - The Clerk.
- The quarterly finance check paperwork was checked and there were no concerns.
- Code of conduct has to be completed by 5th November. The Clerk will check the cost of having a trainer attend the October meeting and contact local Parishes as to whether they wish to join to reduce costs.
- The Clerk received a report concerning the masts and power outages. She will circulate to the Councillors.
- Cornwall Council are currently progressing a sign-only 20mph rollout across Cornwall. They have reviewed both Grimscott and North Tamerton as part of the wider North Cornwall area and are not proposing 20mphs in either. The existing 30mphs would therefore stay. We have an online meeting with Highways and North Tamerton Chair on 11th June to discuss why they are not proposing 20mph and what options are available instead. The short version is that Grimscott has recently been through Speed Compliance Action Review Forum and due to a lack of compliance with the existing 30mph they would like to continue monitoring. Cllr Whittle and Cllr Constantinou will be attending the meeting.
Parish Magazine Contribution.
5.25/54:
July’s contribution has been accepted by Cllr Elliott, August is to be Cllr Hargreaves and September’s volunteer is Cllr Whittle.
Insurance renewal.
5.25/55:
The Clerk obtained the valuation from for the Red Post sign from Cllr Whittle and added it to the asset register and contacted the insurance agent. The sign was added to the policy but there was no updated invoice with the updated paperwork therefore the Clerk paid the original fee of £452.80.
Standing Orders Review.
5.26/56:
The Standing Orders are due for review due to the recent changes to procurement legislation. Code of Conduct has had a brief change, some elements have been removed and the language has been changed so it uses gender-neutral terms.
This has been deferred until next month.
Financial Regulations Review.
5.26/57:
The regulations do not mention that the Chair checks the bank balances by telephoning the bank. There is also a need for an external hard drive. It was unanimously resolved to authorise the Clerk to purchase a hard drive with a price of up to £100. The review has been deferred until next month.
Risk Assessment.
5.26/58:
The risk assessment was approved.
Finance & Legislation.
5.25/59:
- Ratification of payments totalling £519.20 plus £21.90 for the planter costs that were handed in at the meeting. Proposed Cllr Whittle. Seconded Cllr Tape. Unanimous.

- To note Income & Bank Balances as per the schedule and reconciliations.
Urgent Matters raised with the Chairman since the Agenda was published.
5.25/60:
Councillors would like an update as to what is the time limit re the temporary surface on the road between Launcells Cross and the Red Post. The Clerk will contact Highways.
Date of next meeting and note items from Councillors for the Agenda.
5.25/61:
Monday 7th July 2025 @7.00pm. The meeting will start earlier due to the Cyber Crime presentation that has been arranged.

During the meeting it may arise that publicity would be prejudicial to the public interest by reason of the confidential or special nature of the business to be transacted and the press and public will be instructed to withdraw.
