Monday 3rd March 2025
The meeting of Launcells Parish Council was held on the above date at 7:30pm, in Launcells Parish Hall.
Councillors Present:
Chairman Cllr Hargreaves, Vice-Chair Cllr Allin, Cllr Cleave, Cllr Pollard, Cllr Stokes, Cllr Whittle, Cllr Wingard, Cllr Constantinou.
Also in attendance: Clerk Julie Gray.
0 members of the public were present for the meeting.
Cllr Hargreaves opened the meeting and welcomed everyone.
Record of Apologies.
3.25/192:
Cllr Tape and Cllr Elliott could not make the meeting and sent their apologies.
Confirm the Minutes of the previous Meeting.
3.25/193:
It was resolved to approve the minutes and ratify all decisions made at the meeting held on Monday 3rd February 2025. 7 in favour. 1 abstained, due to not being present at the previous meeting. The Chair, Cllr Hargreaves, signed them as a correct record.

Matters Arising.
3.25/196:
- Cllr Chopak has reported the streetlight issue, the drain cover, the Hobbaccott Lane potholes and the surface water between Scorsham and Thurlibeer.
- The East Langford Solar Farm do not give funding to Parish Council’s.
- The Emergency Plan was sent to Cornwall Council.
- The Clerk wrote to Enforcement re the land next to Kitts Farm.

There was nothing to report. - The Clerk.
- The police have offered to undertake a Cybercrime presentation. Devon and Cornwall Police have two dedicated Cyber Protect Officers in place whose role is like a Crime Prevention Officer. They focus specifically on technology enabled and technology dependent on-line crime. They deliver face-to face Cybercrime awareness presentations to increase public awareness of cybercrime. There is no charge for their services. The Councillors agreed this may be useful and the Clerk will request attendance at the June meeting.
- It was unanimously agreed to use the same internal auditor as last year.
Parish Magazine Contribution.
3.25/202:
Cllr Wingard volunteered to undertake June’s contribution.
Website.
3.25/203:
It was unanimously agreed to continue with the external website management service for another year to allow time for transfer of duties to the Clerk.
Allocation of Second Home Funding.
3.25/204:
The Council received a letter from Redruth Town Council proposing that for the new second home council tax premiums Cornwall Council consider a proposal that all areas should benefit equally rather than those with higher second home ownership, which may be wealthier.
The Council voted against supporting this proposal 6 - 2 on the grounds that it might well be in areas with higher second home ownership, including locally to us, that the need for providing accessible homes and accommodation for local people was the greatest.
Community Area Partnership.
3.25/205:
The Community Area Partnership meeting is on 31st March in Camelford. It will celebrate funding and will also have the Ruby medical team in attendance. Cllr Whittle will be in attendance and anyone else wishing to attend will contact the Clerk.
Annual Parish Meeting.
3.25/206:
The annual Parish Council Meeting will be held on the 12th May at 7pm and the Annual Parish Meeting at 7.45pm. There will be tea, coffee and snacks.
Elections.
3.25/207:
The election notice will be circulated on the 14th March and will be put up in the noticeboard and uploaded to the website. The Clerk will request the Parish Magazine publish it in the magazine and put it on the parish Facebook page.
Pre-election rules will apply from the 14th March until the day after the election concerning use of council facilities and resources; the member’s code of conduct, developing new policies and holding of events featuring elected officials.
The nomination packs are being delivered this week but they can also be obtained from Cornwall Council.
The deadline for submission of nominations is 4pm on 2nd April. They cannot be submitted online.
The Elections Team at Cornwall Council will be running a Candidate and Agent Briefing on Wednesday 12th March at 5pm via Teams. If anyone wishes to attend, they will contact the Clerk.
Finance & Legislation.
3.25/208:
- Ratification of payments was unanimously agreed totalling £312.84 as per February’s schedule.
- To note Bank reconciliations.
- To note Income & Bank Balances as per the schedule and reconciliations.
Urgent Matters raised with the Chairman since the Agenda was published.
3.25/209:
Re the Launcells Cross to the Red Post road there was a concern that no work seemed to be happening and it was believed that the warning signs had disappeared. It was put forward that the Launcells Cross to Red Post road is a work in progress and Cllr Constantinou will check if the warning signs are still there.
If anyone is having trouble claiming compensation from the energy company re the power outages they could write to the MP.
Cllr Pollard will replace the small traffic mirror with a larger one.
