Monday 3rd November 2025
The meeting of Launcells Parish Council was held on the above date at 7:30pm, in Launcells Parish Hall.
Councillors Present:
Chairman Cllr Hargreaves, Vice-Chair Cllr Allin, Cllr Pollard, Cllr Stokes, Cllr Whittle, Cllr Cleave, Cllr Wingard, Cllr Constantinou.
Also in attendance: Clerk Julie Gray.
0 members of the public were present for the meeting.
Cllr Hargreaves opened the meeting and welcomed everyone.
Record of Apologies.

Cllr Elliott and Cllr Tape could not make the meeting and sent their apologies.

It was resolved to approve the minutes and ratify all decisions made at the meeting held on Monday 1st September 2025. 6 in favour. 2 abstained, due to not being present at the meeting. It was resolved to approve the minutes and ratify all decisions made at the meeting held on 6th October 2025. 4 in favour. 4 abstained, due to not being present at the previous meeting. The Chair, Cllr Hargreaves, signed them as a correct record.

Matters Arising.
11.25/125:
- Further pads and a battery have been purchased for the second defibrillator. The first defibrillator was accessed but not used and the resident thanked the Parish Council for supplying the units for the parish.
- After last week’s meeting Cllr Chopak contacted Highways concerning the deterioration of the road surface between Bude and Launcells Cross. Highways responded that this route is inspected on a monthly basis so any actionable defects will be dealt with as necessary.

Launcells Parish Council unanimously have no objection to the application.

11.25/130:
- Chairman / Councillor.
- The next Community Area Partnership meeting is on housing at the Parkhouse on 19th December. There will be officers of Cornwall Council in attendance to discuss social housing, waiting lists, etc.
- Some residents have raised concern over Stratton Stores. Bude & Stratton Town Council purchased the shop so it would always be a community store. There is now a proposal to sell it. It appears that extensive repairs are needed as there was no structural report undertaken before purchasing the building at auction. A petition has taken place to keep the store open from hundreds of people. There is also talk of Stratton demerging from Bude. There is a full council meeting on Thursday 6th November at 6pm.
- The Clerk.
- On Thursday 13 November at 11am CALC will be hosting a Teams meeting. Cornwall Council Officers will give an update for Town and Parish Councils on Cornwall Council’s 2025/26 Budget position and planning for the 2026/27 Budget, along with an update on the latest information relating to the Second Homes Council Tax Premium.
- While cold calling is allowed, traders must respect "No Cold Callers" notices - it's against the law if they don't. To help protect older and disabled people free stickers are being given out. The Parish Council will obtain a small amount.
- The planter at the north end needs two new end posts. This shall be inspected and a repair arranged.
- A person studying for a Building Surveying degree is carrying out research which focuses on radon awareness in Cornwall — exploring how much homeowners understand about it, and how it influences property decisions across the county. The Clerk will send this to the Councillors.
Parish Magazine Contribution.

Cllr Constantinou will contribute to the February edition.
Code of Conduct Training.

All Councillors have completed the training.
Planters.
11.25/133:
Cllr Stokes spoke to the person but they cannot take on the planter upkeep. It was suggested that it be removed but it was decided to leave it for the moment to see if anyone comes forward.
Hedge Trimming.
11.25/134:
A parishioner asked that the hedges be trimmed along the bridleway/footpath that runs along from below Fairfield Rest Home to Grimscott village.
It was unanimously resolved to obtain a quote for the works.
Free Tree.
11.95/135:
It was unanimously agreed that the tree be planted in the hedge in the middle of the playpark.
The High Sheriff recently visited Launcells and was impressed with the community and volunteers. Due to this he is bringing a tree to plant in the graveyard on 24th November at noon. All are welcome.
Financial Check: July – September 2025.
11.25/136:
Cllr Whittle completed the financial check and there were no issues.
Finance & Legislation.
11.25/137:
- The ratification of payments totalling £669.86 was unanimously approved.
- To note Bank reconciliations.
- To note Income & Bank Balances as per the schedule and reconciliations.
Urgent Matters raised with the Chairman since the Agenda was published.
11.25/138:
The door has gone from the well, which may be hazardous.
The drain cover opposite Prustacott bungalow has gone.
There appear to be blockages of two drains.
The Clerk will report these issues.
