Monday 6th October 2025
The meeting of Launcells Parish Council was held on the above date at 7:30pm, in Launcells Parish Hall.
Councillors Present:
Vice-Chair Cllr Allin, Cllr Pollard, Cllr Elliott, Cllr Stokes, Cllr Whittle.
Also in attendance: Clerk Julie Gray and Cllr Chopak.
0 members of the public were present for the meeting.
Cllr Allin opened the meeting and welcomed everyone.
Record of Apologies.
10.25/100:
Cllr Hargreaves, Cllr Cleave, Cllr Wingard, Cllr Constantinou and Cllr Tape could not make the meeting and sent their apologies.
Confirm the Minutes of the previous Meeting.

There was no quorum to ratify the previous minutes as three of the present Councillors were not in attendance at said meeting. The minutes will be brought before the next meeting.

Report from Cornwall Councillor Chopak.
10.25/106:
Cllr Chopak reported that Stratton Medical Centre has decoupled from Holsworthy Ruby Medical Group. The triage service has been extended to all day. Falmouth Hospital are closing their community beds and there will be a meeting concerning this next week.
The recent Community Area Partnership (CAP) meeting was held on the subject of water – flooding, drainage, ponds etc. There will be another CAP meeting on this in the future but with a more specific issue as the subject matter was too large to cover. The next CAP meeting on 8th December will be on housing and will be held virtually.
The Cornwall Council budget is to be scrutinised by twelve Councillors and will be published for people to comment on prior to ratification.

Launcells Parish Council unanimously objects to the application, as the proposed building is too big for the plot therefore the Council question viability and strongly request that the land agent attend to review the proposal. - PA25/06712 | Extension to dwelling | Heyleigh Farm Barn Launcells Bude Cornwall.
Launcells Parish Council unanimously has no objection to this application.

10.25/109:
- Chairman / Councillor.
- Cllr Whittle attended a CAP meeting on transport. The bus system and community transport was discussed. The number 6 bus service to Okehampton is not fit for purpose, as in it is not co-ordinating with the train service. Most towns in Cornwall are on an hourly service to a rail hub but for Bude it is a three-hourly service, clearly failing students who wish to continue their education in Exeter.
- Cllr Whittle is on the South West Water Resources Liaison Group and learnt that £2mil is being granted for groups to apply for. Suggestions on the types of projects to be funded were made and in two weeks there is another meeting to discuss these.
- The Clerk.
- The Cornwall Cricket Board are launching a fundraising campaign to make cricket fully accessible for people with disabilities. It was agreed to bring this up when the Council discuss funding in March.
- It was brought to our attention that the playing field hedges need trimming. Cllr Allin cuts the top part of the hedges therefore it was agreed to request the playing field committee discuss this with Cllr Allin.
Parish Magazine Contribution.
10.25/110:
Cllr Whittle was going to contribute to the October issue but this has been changed to Cllr Cleave. Cllr Whittle shall contribute to the November and December issue. Cllr Tape was set to write a piece for the December issue therefore Cllr Tape’s contribution has been moved back to the January issue.
Defibrillator.
10.25/111:
The defibrillator pads have been purchased but delivery is not for another six to eight weeks. The second defibrillator has now alerted Cllr Whittle that those pads need changing also. It was unanimously agreed that Cllr Whittle purchase pads for the second defibrillator.
Quarterly Finance Check: Apr – Jun 2025

Cllr Whittle completed the financial check and there were no issues.
Code of Conduct Training.
10.25/113:
It was agreed to hold the date for training on Thursday 23rd at 7.30pm.
Planters.

Cllr Stokes is seeing the person previously mentioned tomorrow.
Free Tree.
10.95/115:
The Giant Tree Circle, a growing circle of individually planted trees stretching across the UK and Ireland, with its centre on Anglesey in North Wales, have requested to gift the parish a single tree to be planted on/near the line of the circle. The tree will be native to our area and chosen to support local biodiversity without disrupting the land. They provide the tree and arrange the planting at no cost to the parish. The Giant Tree Circle is not political, commercial, or religious. It’s to create something rooted in the land; a quiet gesture of unity and care between people and places across these islands.

10.25/118:
- The ratification of payments totalling £995.30 plus £10 for the hire of the Hall for the training evening and £70 for the bus shelter cleaning was unanimously agreed.

Urgent Matters raised with the Chairman since the Agenda was published.
10.25/119:
Cllr Chopak spoke to Cornwall Council concerning the bridge. A visit to the bridge confirmed it is in need of repair and this will be undertaken.
Cllr Pollard reported the seam of the road needed repairing between the Red Post and the garage but Cornwall Council does not believe the repair needs doing.
