The meeting of Launcells Parish Council was held on the above date at 7:30pm, in Launcells Parish Hall.
Councillors Present:
Chairman Cllr Hargreaves, Vice-Chair Cllr Allin, Cllr Cleave, Cllr Wingard, Cllr Pollard, Cllr Elliott, Cllr Stokes, Cllr Whittle, Cllr Constantinou.
Also in attendance: Clerk Julie Gray and Cllr Chopak.
0 members of the public were present for the meeting.
Cllr Hargreaves opened the meeting and welcomed everyone.
Record of Apologies.
9.24/86:
Cllr Tape could not make the meeting and sent his apologies.
Confirm the Minutes of the previous Meeting.
9.24/87:
It was resolved to approve the minutes and ratify all decisions made at the meeting held on Monday 1st July 2024. 6 in favour. 3 abstained, due to not being present at the previous meeting. The Chair, Cllr Hargreaves, signed them as a correct record.

Matters Arising.
9.24/90:
- The CCTV policy review is every 2 years.
- Cllr Whittle will review the grants awarded when he has time.
Public Participation.
9.24/91:
There were no members of the public present.
Report from Cornwall Councillor Chopak.
9.24/92:
There is a new MP, who will be trying to attend Parish Council meetings in next few months. He visited the Health session at Bude and the Crackington Haven carnival.
New wheelie bins have been delivered. The food caddy bins are to follow. There are forms to complete if you need a sack instead of a wheelie bin and special assistance if there is a health / disability issue.
There was a Stratton Minor Injuries Unit (MIU) meeting. The Integrated Care Board has been dissolved by the new Government and a new board is going to be set up. No changes are to be made to the MIU at this time.
The Canworthy Solar Farm planning application was refused by Committee.
Cllr Chopak is meeting with highways on Wednesday and inspecting road issues around the area, e.g the Homeleigh turn.
The Community Area Partnership meeting is on Monday and it will be concerning young people. It is a hybrid meeting therefore can be joined online.

Launcells Parish Council unanimously object to the application as it can be seen from the road, it overlooks other properties and the design is not in keeping with the area or with the building. - PA24/05021 | Change of use from Methodist Chapel to residential C3 dwelling with extensions and alterations | Launcells Methodist Chapel Launcells Bude Cornwall EX23 9NN.
Launcells Parish Council unanimously support the application but wish to be assured the drainage and septic tank arrangements are adequate.

9.24/95:
- Chairman / Councillor.
- Cllr Whittle has received feedback from parishioners re the playing fields. The Clerk will pass this feedback to the Playing Committee.
- Cllr Whittle has scrubbed the Red Post and redone the white lettering. Cllr Hargreaves thanked Cllr Whittle for his hard work and RP Joinery for the white paint, so the Parish did not incur any expense.

- There has been some issue with uploading content to the website but this has now been fixed.
- The Clerk has added new information to the Parish Council website over the summer.
Funding.
9.24/96:
The Parish Council were refused funding from the National Lottery for the solar light, as they have received a large number of applications and it does not address their funding priorities as strongly as others.
As additional feedback they would consider street lighting to be the responsibility of the local Council and are unable to fund statutory activities. Although this may fall outside of the local authorities funding obligations, projects which are more aligned with the expected activities of another public body are also not likely to be a priority for their funding.
The Clerk is in the process of researching other funding but has so far not had any results. Cllr Chopak will ask Highways if they would be prepared to fund the light.
Parish Magazine Contribution.
9.24/97:
Cllr Cleave contributed to the September issue and Cllr Hargreave will undertake October’s
Sustainable Tourism.
9.24/98:
The Parish Council received correspondence from Visit Bude’s Sustainable Tourism project, The Bude Way, which is funded by Bude Climate Partnership. They have asked for the Parish Council’s support in furthering the campaign of the environmental impact of single-use disposable BBQs and cheap polystyrene bodyboards.
Campaign 1: Single-Use Disposable BBQs often end up causing injuries, fires, and leave sharp, hazardous waste on our beaches. Sainsbury’s in Bude has agreed to remove single-use disposable BBQs from sale.
Campaign 2: Cheap Polystyrene Bodyboards are often not fit for purpose, breaking easily and releasing harmful polystyrene into the ocean, often considered single-use.
The Parish Council fully support these campaigns.
Parish Matters.
9.24/99:
- Council Records.
Cllr Whittle has been through the parish filing cabinet in the History room. There is an old payment book and three old minute books. The Clerk will send these to the Cornwall Records office. Cllr Whittle was thanked for his efforts. - Filing Cabinet.
The filing cabinet needs to be replaced by a four-drawer lockable cabinet. The Clerk will obtain some prices and apply to Cllr Chopak’s Community Chest for the funding to purchase one. - Projector.
The Parish Council agreed to keep the projector and once we have a four-drawer cabinet the projector can be kept in there. - Planter.
They planter has now been repaired. The Parish Council much appreciated the efforts of the parishioners that have looked after the planters.
Quarterly Finance Check.
9.24/100:
Cllr Whittle has gone through the paperwork and there were no issues.
Legislation.
9.24/101:
- Ratification of payments totalling £476.84 as per June and August schedule plus receipts received today of £150.48 reimbursement to Cllr Hargreaves for the mirror, £15.98 for the planter repair, £48.24 for plants and compost for the planters, £35 for the bus stop cleaning and £126.71 towards the History Club’s electricity costs. It was resolved to authorise the payments. Proposed Cllr Whittle. Seconded Cllr Pollard. Unanimous.

9.24/102:
It has been reported that a group of 4x4 drivers have damaged the bridge barriers down from Cross Lanes and damaged the lane down to Smallridge Lane. Cllr Chopak will alert the Right of Way Department,
One of the councillors has a difficulty attending meetings on a Monday until April so it was agreed that the clerk would liaise with the Parish Hall for alternative available evenings, which if found, would be notified via the magazine and website but that the principle of meeting the first Monday of the month would remain.
The grass on the Red Post crossroads has not been cut and there have been complaints of reduced visibility. Cllr Chopak will have a look on Wednesday.
The wall on the verge by Burn Farm is crumbling. Cllr Chopak will view on Wednesday.
There is a pot hole at the Red Post on the Launcells side. The Clerk will report this.
