Minutes September 2025 (DRAFT)

Monday 1st September 2025

The meeting of Launcells Parish Council was held on the above date at 7:30pm, in Launcells Parish Hall.

Councillors Present:

Chairman Cllr Hargreaves, Cllr Cleave, Cllr Pollard, Cllr Wingard, Cllr Constantinou, Cllr Tape, Cllr Stokes.

Also in attendance: Clerk Julie Gray and Cllr Chopak.

1 member of the public was present for the meeting.

Cllr Hargreaves opened the meeting and welcomed everyone.

Record of Apologies.

9.25/80:

Cllr Whittle and Cllr Allin could not make the meeting and sent their apologies.

Cllr Elliott did not attend the meeting.

Confirm the Minutes of the previous Meeting.

9.25/81:

It was resolved to approve the minutes and ratify all decisions made at the meeting held on Monday 7th July 2025. 5 in favour. 2 abstained, due to not being present at the previous meeting. The Chair, Cllr Hargreaves, signed them as a correct record.

Declarations.

9.25/82:

Dispensations.

9.25/83:

  1. There were no dispensation requests.

Matters Arising.

9.25/84:

  1. None.

Public Participation.

9.25/85:

A member of the public spoke upon planning matters.

Report from Cornwall Councillor Chopak.

9.25/86:

Cllr Chopak announced that the Launceston Minor Injuries Unit would be re-opening tomorrow. It will have reduced hours at the moment but they are going to come up with a new model soon.

There is a full Cornwall Council meeting tomorrow that will address the budget.

Some Council car parks are being handed over to Parish Councils.

The Hele Valley Trail fundraising has reached approximately £30k and there is to be a meeting this week concerning the trail.

There is a CAP meeting on Monday, which can be attended virtually or in person in Camelford. The theme will be water – SWW, floods, pressures etc.

Car park fees in Bude are rising as Cornwall Council are reinstating the levy to the Town Council for caring for the public toilets.

Planning.

9.25/88:

  1. Decision Notices/Updates:
    1. PA25/03431 | Erection of a double garage with office above. | Land West Of Lower Pigsdon Farm Launcells Bude Cornwall.
      APPROVED. The building shall only be used for storage of private vehicles and shall not be used, sold or let at any time as a separate residential unit of accommodation.
    2. PA25/05539 | Prior notification of agricultural or forestry development for: An agricultural access track to better enable access to farmland and buildings with modern machinery without having to divert narrowly through farm buildings and residential properties| East Leigh Farm Hersham Bude Cornwall EX23 9LZ.
      PRIOR APPROVAL NOT REQUIRED.
  2. Planning Applications/Appeals:
    Any late planning applications received will be discussed but not decided under this section.

9.25/89:

  1. Chairman / Councillor.
    The Chairman thanked Cllr Tape for his hard work in arranging the very successful Horticultural Show.
  2. The Clerk.
    • The national pay increase has been agreed and is to be backdated to April.
    • The Centre for Ageing Better are hosting an Introduction to Age-friendly Communities Webinar on Wednesday 10th September 10am-11am. This will cover the basics of Age-friendly Communities and provide practical examples to become better places to grow old.
    • Cornwall Council is refreshing its Rights of Way Improvement Plan (RoWIP) — a ten-year strategy to enhance Public Rights of Way across Cornwall. As a first step they are conducting a baseline survey to understand the current and future needs of users. The survey is open to 28 September 2025, and your feedback will help shape the draft RoWIP, which will be further consulted on later before finalisation.

Parish Magazine Contribution.

9.25/90:

Cllr Tape has agreed to contribute to the December issue.

Defibrillator.

9.25/91:

The defibrillator pads at the hall needs replacing. The options that Cllr Whittle has found are one pad and a battery set for £145 plus vat or two pads and a battery set for £172 plus vat.

It was unanimously agreed to authorise the purchase of up to £207 inc of VAT and to leave the option up to Cllr Whittle.

Quarterly Finance Check: Apr – Jun 2025

9.25/92:

Cllr Whittle was not in attendance.

Code of Conduct Training.

9.25/93:

The training has been supplied to Cllr Whittle and a date will be arranged for the Councillors to attend training.

Planters.

9.25/94:

Adverts were placed in the Parish Magazine and on facebook. There has been no interest in any person / business taking over the planters. Cllr Stokes will discuss this with a business but if there is no interest the planters will either be planted with low maintenance plants or removed.

Playpark Inspection.

9.25/95:

The playpark payment was due in July therefore the Clerk paid this fee of £105.60 by authority of rule 5.5 of the Financial Policy - the Clerk has delegated authority to authorise the payment of items if the due date for payment is before the next scheduled Meeting of Council, where the Clerk certifies that there is no dispute or other reason to delay payment, provided that a list of such payments is bought to the next meeting. The Clerk certified this and has made the payment.

Visit of the High Sheriff.

9.25/96:

The High Sheriff is the King’s representative and is the link between the Crown and the Judiciary and also oversees community efforts. The High Sherif is attending Launcells Church on Monday 8th September.

Finance & Legislation.

9.25/97:

  1. There was unanimous ratification of payments totalling £485.25 plus £49.30 for Clerk membership.
  2. To note Bank reconciliations.
  3. To note Income & Bank Balances as per the schedule and reconciliations.

Urgent Matters raised with the Chairman since the Agenda was published.

9.25/98:

Cllr Chopak will chase up Cornwall Council’s opinion re the bungalow on the Holsworthy Road that has an agricultural tie.

There have been complaints concerning low hanging branches between Prustacott and Jimsies’ Cross. Cllr Hargreaves states that one of the branches has snapped off. Cllr Stokes will discuss with the landowner.

Cllr Pollard will report the surface of the road at the Red Post to Cornwall Council.

Cornwall Council have repaired a lane and bridge by Jewells Farm but the broken bridge is down from Cross lanes. Cllr Chopak will report this.
