Minutes December 2024 (DRAFT)

The meeting of Launcells Parish Council was held on the above date at 7:30pm, in Launcells Parish Hall.

Councillors Present:

Chairman Cllr Hargreaves, Cllr Cleave, Cllr Pollard, Cllr Tape, Cllr Stokes, Cllr Whittle, Cllr Wingard, Cllr Elliott.

Also in attendance: Clerk Julie Gray.

0 members of the public were present for the meeting.

Cllr Hargreaves opened the meeting and welcomed everyone.

Record of Apologies.

12.24/138:

Vice-Chair Cllr Allin and Cllr Constantinou could not make the meeting and sent their apologies.

Confirm the Minutes of the previous Meeting.

12.24/139:

It was unanimously resolved to approve the minutes and ratify all decisions made at the meeting held on Monday 4th November 2024. The Chair, Cllr Hargreaves, signed them as a correct record.

12.24/146:

      ADVICE GIVEN. Of works being undertaken by National Grid Distribution/Wales and West Utilities under permitted development rights.
    2. PA24/06710 | Construction of a two storey extension | Orchard House Stratton Bude Cornwall EX23 9TD.
      APPROVED.
    3. PA24/06349 | The construction project involves the addition of a side extension beneath the existing veranda to accommodate an extra bedroom for a family member. | 4 Lower Pigsdon Farm Barns Launcells Bude Cornwall EX23 9LQ
      APPROVED. A privacy screen of at least 1.8 metres in height shall be installed to the west elevation of the verandah and shall be fitted with obscure glazing. The privacy screens shall be installed before the development is brought into use and shall thereafter be retained for the lifetime of the development.

    Any late planning applications received will be discussed but not decided under this section.

      Launcells Parish Council unanimously supports the application.
      **Cllr Stokes returned to the meeting**
    2. PA24/07462 | Proposed slurry store | Thorne Farm Bridgerule Holsworthy Cornwall EX22 7HD.
      Launcells Parish Council supports the application. 7 in favour. 1 abstention.

12.24/147:

  1. Chairman / Councillor.
    Cllr Whittle reported that £511,000 has been distributed by the Community Levelling Up fund. Four projects in Camelford, two in Bude, one in Morwenstow and one in Marshgate.
    Cllr Hargreaves reported that the bonfire night went well and thanked everyone involved.
    The Parish Christmas lunch went very well and was well attended by approximately 65 people. Cllr Hargreaves thanked all those involved.
  2. The Clerk.
    The Clerk has nothing to report this month.

Parish Magazine Contribution.

12.24/148:

Cllr Wingard is contributing to January’s magazine and Cllr Pollard will contribute to February’s.

Filing Cabinet Disposal.

12.24/149:

The old filing cabinet is rusted and the runners no longer work therefore it was unanimously agreed to dispose of the item. Cllr Tape will hold the keys for the new cabinet.

Emergency Plan: Telecommunications Resilience Planning.

12.24/150:

The Emergency Plan will be reviewed by Cllr Cleave, Cllr Wingard and Cllr Elliott.

The Councillors will consider what procedures could be put in place in the event of power cuts when the telephone internet system is brought in for all residents and businesses in approximately 2027. Landlines will remain until fibre is delivered. It was suggested that battery packs may be supplied by the telephone provider to vulnerable people.

Cllr Whittle will discuss whether there are any 24hr uninterruptable signals in the local area.

Some suggestions were made as to CB radios and VHF operators.

This will be placed upon the agenda next month.

Budget / Precept 2025 - 2026.

12.24/151:

The budget was agreed and the precept will not be increased and will remain the same. This will cause a reduction in the precept of £1.54 per household per annum. Proposed Cllr Hargreaves. Seconded Cllr Whittle. Unanimous.

Grant Appeal:

12.24/152:

  1. Bude Skate Park Appeal
    It is unclear how much the cost of the proposed skate park is and how much of the cost the Town Council actually have.
    The Clerk will email Bude and Stratton Town Council with this enquiry.

Finance & Legislation.

12.24/153:

  1. Ratification of payments totalling £772.64 as per November schedule. It was resolved to authorise the payments. Proposed Cllr Wingard. Seconded Cllr Cleave. Unanimous.
  2. To note Bank reconciliations.
  3. To note Income & Bank Balances as per the schedule and reconciliations.

Urgent Matters raised with the Chairman since the Agenda was published.

12.24/154:

Cllr Whittle enquired about the completion of the History Club funding. The Clerk will email the Chair of the History Club.

The border sign on the A3072 at Tamar Stone Bridge appears to have disappeared. The Clerk will email Highways.

At Launcells Cross the hedge appears to not have been cut vertically and slants into the road making lorries drive further into the middle of the highway. The Clerk will email Highways.

The playing park committee have a grant for a new lawn mower. The Parish Council will purchase the mower on the Committee’s behalf.
