Minutes November 2024 (DRAFT)

Monday 4th November 2024

The meeting of Launcells Parish Council was held on the above date at 7:30pm, in Launcells Parish Hall.

Councillors Present:

Chairman Cllr Hargreaves, Cllr Cleave, Cllr Pollard, Cllr Stokes, Cllr Whittle, Cllr Constantinou, Cllr Wingard, Cllr Elliott.

Also in attendance: Clerk Julie Gray and Cllr Chopak.

0 members of the public were present for the meeting.

Cllr Hargreaves opened the meeting and welcomed everyone.

Record of Apologies.

11.24/122:

Vice-Chair Cllr Allin and Cllr Tape could not make the meeting and sent their apologies.

Confirm the Minutes of the previous Meeting.

11.24/123:

It was resolved to approve the minutes and ratify all decisions made at the meeting held on Monday 7th October 2024. 5 in favour. 3 abstained, due to not being present at the previous meeting. The Chair, Cllr Hargreaves, signed them as a correct record.

Declarations.

Dispensations.

11.24/125:

  1. There were no dispensation requests.

Matters Arising.

11.24/126:

  1. The pot hole was reported and acknowledged.
  2. The filing cabinet was purchased. Cllr Whittle has installed the cabinet and transferred the files to the new filing cabinet. Cllr Hargreaves thanked Cllr Whittle for his hard work in this endeavour.

Public Participation.

11.24/127:

There were no members of the public present.

Report from Cornwall Councillor Chopak.

11.24/128:

Red has been painted across the road near Homeleigh and it is now awaiting the ‘SLOW’ to be added.

The new refuse bins and days start this week. If the bin is too hard to take down lanes it can be swapped for a seagull proof sack.

There is to be discussions later this week concerning the floridation of water in Cornwall. The concern of using this water in formula for babies is to be investigated.

On Thursday there is to be a vote of no confidence in the leader of Cornwall Council and discussions on the May elections. There are also issues to be discussed around school transport.

TSB will be closing in the new year, which will leave no bank in Bude. There is ongoing discussion with Bude Stratton Town Council concerning a banking hub to be set up in the Parkhouse in February.

The state of the roundabouts has been brought to the attention of Bude Stratton Town Council. The group that were maintaining them appear to have dissipated but there will be no action taken before Spring.

Planning.

11.24/130:

  1. Decision Notices/Updates:
    1. PA24/05021 | Change of use from Methodist Chapel to residential C3 dwelling with extensions and alterations | Launcells Methodist Chapel Launcells Bude Cornwall EX23 9NN.
      APPROVED. The first occupation shall be by a person who has had a primary input into the design and layout of the unit and who intends to live in the unit for at least 3 years.
    2. PA24/02589 | Barn Conversion and extension | Barn West Of Orchard House Stratton Bude Cornwall EX23 9TD.
      APPROVED. Notwithstanding the provisions of Permitted Development no enlargement, improvement or other alteration of the house or of its roof; or the erection of a porch outside any external door or erecting any building or enclosure within the curtilage for a purpose incidental to the enjoyment of the dwellinghouse shall be carried out without an express grant of planning permission.
  2. Planning Applications/Appeals:
    Any late planning applications received will be discussed but not decided under this section.
    1. PA24/05515 | Replacement Poultry Rearing Building | Treyeo Farm Bridgerule Holsworthy Cornwall EX22 7HA.
      Launcells Parish Council unanimously support the application.
    2. PA24/07462 | Proposed slurry store | Thorne Farm Bridgerule Holsworthy Cornwall EX22 7HD.
      This was a late planning application received after the agenda was published. A postponement was requested until the next meeting but the planning officer is not in office until Wednesday.
      Cllr Whittle gave a report on the application.

11.24/131:

  1. Chairman / Councillor.
    There was nothing to report this month.
  2. The Clerk.
    • The National pay rise, which is backdated to April, has been agreed and will apply to next month’s payment list.
    • The Clerk has added new information to the Parish Council website.

Parish Magazine Contribution.

11.24/132:

Cllr Whittle will contribute to December’s magazine and Cllr Wingard to January’s edition.

Quarterly Finance Check.

11.24/133:

The paperwork was supplied to Cllr Whittle, who reported back that there were no issues.

Grant Appeal:

11.24/134:

  1. Citizens Advice Request.
    This application was discussed at the July meeting. It was agreed to grant £150 to the organisation. Proposed by Cllr Hargreaves, Seconded by Cllr Whittle. Unanimous.
  2. Heli2 Appeal.
    A request for funding was received from Air Ambulance, which was circulated to the Councillors. The appeal is for a second helicopter for the Air Ambulance. It was proposed by Cllr Hargreaves that the Parish Council grant £150 to the appeal. Seconded Cllr Whittle. Unanimous.

Finance & Legislation.

11.24/135:

  1. Ratification of payments totalling £437.59 as per October schedule. It was resolved to authorise the payments. Proposed Cllr Whittle. Seconded Cllr Pollard. Unanimous.
  2. To note Bank reconciliations.
  3. To note Income & Bank Balances as per the schedule and reconciliations.

Urgent Matters raised with the Chairman since the Agenda was published.

11.24/136:

Cllr Stokes has many sparklers that he will hand out at the bonfire on Saturday 9th November.

The Clerk will enquire as to how long the 4-way traffic lights will be in place at Red Post.
