Monday 7th October 2024
The meeting of Launcells Parish Council was held on the above date at 7:30pm, in Launcells Parish Hall.
Councillors Present:
Vice-Chair Cllr Allin, Cllr Cleave, Cllr Pollard, Cllr Stokes, Cllr Whittle, Cllr Constantinou.
Also in attendance: Clerk Julie Gray.
2 members of the public were present for the meeting.
Cllr Allin opened the meeting and welcomed everyone.

10.24/104:
Cllr Hargreaves, Cllr Wingard, Cllr Elliott and Cllr Tape could not make the meeting and sent their apologies.
Confirm the Minutes of the previous Meeting.

It was unanimously resolved to approve the minutes and ratify all decisions made at the meeting held on Monday 2nd September 2024.

Matters Arising.
10.24/108:
- The pot hole at the Red Post crossroads was reported and repaired.
- The Community Chest application was made for the filing cabinet.
- The grass at the Red Post was reported and part has been cut.
- The 4x4 use of the lane was reported.
Public Participation.
10.24/109:
Members of the Parish Hall Committee informed us that the person who normally undertakes to do the firework display is not able to do so this year. It is now too late to arrange for another person to step in. It was agreed that just a bonfire would take place on the 9th November, with hotdogs etc for sale.

10.24/113:
- Chairman / Councillor.
There was no report this month. - The Clerk.
- The Clerk attended the Local Council Planning event. The slides are on the Cornwall Council portal. Parishioners can set up alerts so they never miss a planning application in the area (as notices are not always sent out anymore). The local plan was spoken about and what they are trying to achieve in Cornwall re jobs / industries and planning is on board to make this happen. Information on enforcement procedures was relayed also.
- A clarification request as to whether the Parish Council were expecting a re-consultation with drainage info or whether the Council were content with it just being assessed was made from the planning officer concerning a planning application re the methodist church. The Parish Council confirmed they are happy for it to just be assessed. The Clerk will relay this to planning.
- The Clerk made inquiries as to changing the November and December meeting to the Thursday. The Parish Hall is not available in November but the meeting can be changed to Thursday the 5th in December. Councillors were happy with this.
- The Clerk emailed the Playing Field Chair but has had no response. The Clerk will email the Parish Field Treasurer the parishioner feedback.
- Anyone can report a pot hole but if Councillors wish the clerk to report a pot holes, the information needed is the pot hole depth (under 20mm; 20-40; over 40mm); to pin point it on a map and to give local details as to where it is. Cllr Whittle agreed to write a reminder note for the Parish Newsletter.
- The Clerk has added new information to the Parish Council website:
- Youth Engagement Project;
- Blood pressure monitor can be obtained from the library;
- The Climate and Nature Fund is open;
- Wetsuit recycling;
- Vaccines;
- Recipes;
- Dementia awareness survey;
- Empowered parents podcast;
- Tackling domestic violence;
- First library cards.
Funding.
10.24/114:
The Clerk has emailed the quote for a second bus stop light to Highways and has received an acknowledgment. We are now awaiting a response.
Parish Magazine Contribution.
10.24/115:
No one is available to undertake November’s contribution but Cllr Whittle will contribute to December’s.
Parish Matters.
10.24/116:
- Road Mirror.
At the last meeting it was mentioned that the mirror at Hersham cross needs replacing - the expenditure will be around £150-£180. It was unanimously agreed to purchase another mirror as this is needed for the safety of road users.
There is also a large pot hole at Hersham Cross – the Clerk shall report it.
Quarterly Finance Check.
10.24/117:
The paperwork was supplied to Cllr Whittle to undertake the financial check.
Budget Review.
10.24/118:
The budget report was circulated to the Councillors. It was agreed to reduce the budget for the website and increase the maintenance budget, as this had been exceeded with the purchase of mirrors.
Finance & Legislation.
10.24/119:
- Ratification of payments totalling £282.60 as per September schedule. It was resolved to authorise the payments. Proposed Cllr Whittle. Seconded Cllr Cleave. Unanimous.
- To note Bank reconciliations.
- To note Income & Bank Balances as per the schedule and reconciliations.
