Minutes July 2024

Monday 1st July 2024

The meeting of Launcells Parish Council was held on the above date at 7:30pm, in Launcells Parish Hall.

Councillors Present:

Chairman Cllr Hargreaves, Vice-Chair Cllr Allin, Cllr Cleave, Cllr Wingard, Cllr Tape, Cllr Elliott, Cllr Whittle.

Also in attendance: Clerk Julie Gray.

0 members of the public were present for the meeting.

Cllr Hargreaves opened the meeting and welcomed everyone.

Record of Apologies.

7.24/65:

Cllr Pollard, Cllr Constantinou and Cllr Stokes could not make the meeting and sent their apologies.

Confirm the Minutes of the previous Meeting.

7.24/66:

It was resolved to approve the minutes and ratify all decisions made at the meeting held on Monday 3rd June 2024. 4 in favour. 3 abstained, due to not being present at the previous meeting. The Chair, Cllr Hargreaves, signed them as a correct record. Cllr Whittle clarified the parish magazine contribution which now proceeds as below at ref. 7.24/76

Declarations.

7.24/67:

  1. There were no declarations.

Dispensations.

7.24/68:

  1. There were no dispensation requests.

Matters Arising.

7.24/69:

  1. The broken concrete cover has been noted by Cornwall Council.
  2. The flower box tops have been replaced.
  3. The mirrors at Launcells Cross have been put in place and parishioners have noted the improvement of visibility after the roadside hedges and boundaries have been replaced or cut back.

Public Participation.

7.24/70:

There were no members of the public in attendance.

7.24/71:

Cllr Chopak did not attend.

Correspondence.

7.24/72: – all correspondence circulated via email.

Planning.

7.24/73:

  1. Decision Notices/Updates:
    1. PA24/01293 | Retrospective planning application for the siting of a mobile home for student and holiday use | Land SW Of Lower Pigsdon Farm Launcells Bude Cornwall EX23 9LQ.
      WITHDRAWN.
    2. PA24/02892 | Conversion and extension of existing garage to form annexed accommodation for an elderly dependent relative. | Springleaze Bridgerule Holsworthy Cornwall EX22 7HB.
      The 5 day protocol was instigated by Planning due to a difference of opinion – the Parish Council agreed not to send to Committee.
  2. Planning Applications/Appeals:
    Any late planning applications received will be discussed but not decided under this section.
    1. None.

7.24/74:

  1. Chairman / Councillor.
    The Chairman thanked the parishioner for erecting the mirrors at Launcells Cross and thanks were extended to Cllr Allin and all those involved in making Launcells Cross safer.
  2. The Clerk.
    The Clerk has added new information to the Parish Council website:
    • A ‘What to expect on polling day’ film;
    • Alcohol Awareness Week;
    • Bereavement Service survey;
    • Planning Permission for Businesses free webinar;
    • Cat microchipping requirements.

Funding.

7.24/75:

There has been no response at this time concerning the application for the solar light.

Parish Magazine Contribution.

7.24/76:

An error was made last month. Cllr Whittle completed July’s contribution therefore Cllr Elliott will undertake August’s contribution and Cllr Cleave will contribute to September’s magazine.

Grant Application.

7.24/77:

Citizens Advice Bureau has seen 11 people from the Launcells parish. The application is deferred until the November meeting when the Council can properly assess the budget.

Grant Policy.

7.24/78:

The Parish Council agreed not to have a grant policy. Cllr Whittle will review the grants awarded in the last six years.

CCTV Camera.

7.24/79:

Due to a collision at Red Post Cllr Pollard was asked for the footage.

The Clerk will check when the policy is in need of a review.

Annual Parish Meeting.

7.24/80:

The Hall secretary has agreed to ask the users if she can supply contact details to the Clerk to invite the private groups to the Annual Parish Meeting (APM). The APM will be held after the Parish Council Meeting and have a more social aspect to it with refreshments supplied. A suggestion was made for the Councillors to verbally invite groups as well as email invites; advertisement in the magazine and on the website

Quarterly Finance Check.

7.24/81:

The quarterly financial check paperwork was supplied to Cllr Whittle.

The Clerk rang the bank and they cannot add any other online signatories to view the accounts.

The Clerk will obtain the security details for a signatory to ring up for a balance whenever they wish.

Quarterly Budget Report: Apr – Jun 2024.

7.24/82:

The budget was circulated to the Councillors and noted.

Finance & Legislation.

7.24/83:

  1. Ratification of payments totalling £555.20 as per June and August schedule plus a £24 payment for the website that arrived today and is due by the 8th July. It was resolved to authorise the payments. Proposed Cllr Whittle. Seconded Wingard. Unanimous.
  2. To note Bank reconciliations.
  3. To note Income & Bank Balances as per the schedule and reconciliations.

Urgent Matters raised with the Chairman since the Agenda was published.

7.24/84:

The Red Post sign is faded. Cllr Whittle will repaint the red as he still has some red paint. It was unanimously agreed for Cllr Whittle to purchase a tin of white paint if Cllr Tape’s paint has deteriorated in quality.
